What is the vytiah pro nesudymist?
IRCC names the document precisely: an extract from the information and analytical system recording criminal prosecutions and criminal records. In practice it is a PDF issued by the Ministry of Internal Affairs, with a qualified electronic signature and a code allowing its authenticity to be checked online. There is neither security paper nor wet stamp: what attests to the document is precisely the signature entry, the timestamp and the verification code. An IRCC officer used to paper documents looks for those elements; a translation that does not render them makes the document look like a worthless printout.

Request the extract through the online service
The extract is requested from the Ministry of Internal Affairs through its digital services. The request is accessible from abroad, which makes it one of the few police certificates obtainable without a proxy in the country.

Keep the original PDF, not just the printout
The document's weight rests on its electronic signature, which lives in the file. Keep the PDF as issued: it is what allows verification, and it is what you should send us.

Check the transcription of your name
The extract carries your name in Cyrillic, and sometimes a Latin transliteration. If it differs from your passport, tell us: the passport spelling must govern in the application.

What an acceptable translation requires
IRCC requires any document that is not in English or French to be accompanied by a translation into one of those two languages, and its page for Ukraine provides for no exemption. The translation must be complete — headings, qualified electronic signature entry, timestamp, verification code and references included — and may not be produced by the applicant, by a family member, or by a representative on the application. Two transliterations for one name
Cyrillic transliterates several ways — Serhii, Sergiy, Sergey for the same given name. Where the extract and your passport diverge, the translation keeps the passport spelling and notes the other form, rather than imposing a new one.
A patronymic is not a middle name
Ukrainian documents often carry a patronymic between the given name and the surname. Putting it in the middle-name field of a Canadian form creates an identity that exists on no other document.
